20 The Turner Committee tabled along with an amendment in the name of Cardiff AAC that the Turner alternative be accepted. Thus, the EGM could choose and the lobbying started once again. The EGM, which included a presentation of the report by Mike Turner, lasted four hours and, at the end, the amendment (to adopt the Turner approach) was defeated by the narrow margin of 214 votes to 184. The AAA’s proposal was then accepted unanimously. Unfortunately, a postal strike had resulted in approximately 150 proxy votes arriving late and not being counted; who knows whether these would have affected the result? This result represented a setback for the campaigners but at least the principle of a single governing body was now firmly established as a mandated objective of the AAA.
