54 The ticking time bombs These weaknesses were brought to the attention of the General Committee of the AAA when it was debating the BAF’s constitution and, not surprisingly, were rejected. It is not often that turkeys vote for Christmas and, as the majority of the members of the General Committee represented what would be regional associations within BAF, they were not likely to support a potential reduction of their powers. A harmonious relationship between the Council and the Management Board and between the Council and the Regional Associations (particularly the South of England) was never achieved for any great length of time.
